However, in Japan's Pharmaceutical Affairs Law most of these are considered as moisturizer ingredients and the real active ingredient contains something else.
Note) Some plant extracts have been recognized as active ingredients. For example, this applies to carrot extract, green gentian extract and sophora flavescens and others.
In addition, the Japanese Pharmaceutics Affairs Law places a very high barrier on being able to express the practical efficacy of a hair restorer that is made from a new ingredient. This means that there is a trend towards adopting the ways as stated above.
